The purpose of the Committee was high level deliberations concerned with staffing and infrastructure requirements of the University. This included: departmental structures and staffing, faculty amalgamations, external funding of positions, establishment of new chairs and matters referred by the Central Budgets Committee. In succession this Committee was called the Joint Committee of the Staff and Establishments Committee and Policy Committee of the Professorial Board, the Joint Committee of Council and Professorial Board, the Joint Committee on Policy.
