Accession[1961.0001] PAPERS OF WILLIAM EDWARD HEARNIdentifierUMA-ITE-1961000100112Scope and ContentBetween 1880 and 1887, several bills were considered by Parliament based on work done by Hearn and his assistants on codification. Perhaps the most comprehensive were a Duties of the People Bill, and two Substantive General Law Consolidation Bills. The Duties of the People was passed by the Council, but shelved in the Assembly apparently after its first reading on 1 December 1880. The first six sections of a Substantive General Law Consolidation Bill were considered by a Select Committee of the Council in 1884. Hearn moved the first reading of a fuller Bill in Council on 27 October 1885. In 1887, a joint Select Committee of both Houses considered this General Code 1885 , and urged its adoption. Nothing, however, had eventuated when Hearn died in 1888.
