Unpublished spiral bound report, based on in-person interviews with: housing commission tenants (46 interviews, covering residents of high rise flats, medium rise flats and houses); purchasers of housing commission properties (51 interviews, all with residents paying off the purchase of housing commission homes); and local government officers (10 interviews with employees holding various positions, each representing a different Council).
