Standing Committee A consisted of two Commonwealth delegates, two delegates from each State, two representatives of local government, and a member from the ACT. The Northern Territory Delegation does not appear to have nominated a member for the Committee. Four of the Items listed under the heading 'Topics for Discussion' on the 1973 Convention Agenda were referred to Standing Committee A. These Items were:

Item No. 2

Additional powers that might be conferred to enable the Commonwealth to exercise adequate powers to manage the Australian economy.

Item No. 3

The financial provisions of the Constitution, with particular reference to -
(a) the legal and de facto limitations on the States' powers to tax (s. 51 (ii), 90);
(b) the Financial Agreement (s. 105A and the Financial Agreement);
(c) the power and procedures in relation to the grant of financial assistance (s. 96);
(d) the taxation of the property and operations of the Commonwealth and States (s. 114); and
(e) the position of Local Government in relation to Commonwealth and State taxation and immunities (s. 114).

The legislative powers and immunities with respect to trade and commerce with particular reference to -
(a) the power of the Parliament of the Commonwealth in relation to overseas and interstate trade (s. 51 (i));
(b) the power with respect to corporations (s. 51 (xx));
(c) the power with respect to industrial relations (s. 51 (xxxv)); and
(d) the freedom of interstate trade and intercourse (s. 92).

The place of Local Government under the Constitution.

Standing Committee A established working parties to deal with the separate Agenda Items. The working parties presented reports to Standing Committee A, and Standing Committee A

prepared reports to the Executive Committee which were printed with the Proceedings of the ACC and/or issued separately.

A short report by Standing Committee A dated 1 August 1974 appears to have been superseded by the Committee's 13 August 1975 report (later known as its First Report), tabled at the Constitutional Convention in Melbourne in September 1975. The Convention received the report and resolved that the Committee be required to continue its consideration of Items 2, 3 and 4. The 1976 Convention in Hobart adopted a resolution on local government which included the reference of certain matters to Standing Committee A for further consideration. The Committee appointed a new working party to deal with this resolution. The Second Report of Standing Committee A, dealing with Items 2, 3 and 4 and the local government resolution adopted in Hobart, was received by the 1978 Convention in Perth.

Correspondence: Letters received and sent by the Chief Executive Officer, the Assistant to the Chief Executive Officer, the Secretary to Standing Committee A, and the Secretary to the Victorian Parliamentary Delegation.

Agendas and Minutes: Agendas, minutes, notes and summaries of meetings of Standing Committee A, together with associated correspondence and various papers.

Reports: Draft(s) and final printed version of a report to the Executive Committee by Standing Committee A, 1 August 1974. This report seems to have been subsequently updated and incorporated in the 1975 report of the Standing Committee presented to the Convention in Melbourne that year.
