This Standing Committee considered the following Items from the 'Topics for Discussion' on the 1973 Convention Agenda:

Other legislative powers of the Parliament of the Commonwealth, with particular reference to
-
(a) power in relation to external affairs (s. 51 (xxix));
(b) the operation of the provisions giving paramountcy to Commonwealth law (s. 109); and
(c) the exclusive powers in relation to places acquired by the Commonwealth (s. 52 (i)).

Item No. 6

Additional legislative powers that might be conferred on the Parliament of the Commonwealth, with particular reference to energy resources.

Item No. 9

Matters that might be referred to the Parliament of the Commonwealth, with particular reference to -
(a) Family Law; (b)Defamation;
(c)Shipping and Navigation.

Item No. 14

The modernization of outmoded provisions of the Constitution of a legal or technical character, including -
(a) removal of expended provisions;
(b) revision of existing powers to take account of 20th century developments such as new forms of intellectual property, television and electronic developments.

Members of Standing Committee C were allocated to four working parties to deal with these Agenda Items. Advertisements for submissions were placed in the press towards the end of 1973. Standing Committee C presented two Interim Reports to the Executive Committee, which can be found in this series of files and in the Proceedings of the ACC, 1975. In November 1975, the Executive Committee decided to amalgamate Standing Committees B

and C, but the subsequent role of the resulting Committee 'B/C' is unclear. This series of files includes:
Members: Lists of members of the four working parties.

Correspondence: Inward and outward letters, including correspondence of the Chairman of Standing Committee C (Vernon F. Wilcox), the Acting Secretary to the Committee (Don Blackwood) and the Secretary to the Committee (Ken Allan). This file also contains other papers such as press advertisements, lists of submissions and legislation, references to historical background material, and summaries of the 1973 Convention Debates.

Reports: Draft reports, and printed copies of the First and Second Interim Reports to the Executive Committee, 1974.
