The forms covering plenary sessions held in 1973, 1975, 1976 and 1978 have been bound in volumes (called rolls of delegates). Those for 1983 and 1985 are not bound. In the bound volumes, Commonwealth delegates appear first, followed by members of State and Territory delegations, then local government representatives. In a few cases local government representatives are listed with the delegates from their State or Territory.
