After several years, he deferred and subsequently enrolled in commerce in 1952 as a candidate for the Commonwealth Scholarship. Armstrong was later admitted to an Arts Course combining Philosophy and Political Science and graduated in 1957. In the following year, Armstrong enrolled in postgraduate study at Wadham College, Oxford. On his return to Australia, he was appointed lecturer in Political Science at the University of Melbourne in 1960 and retired as a Reader in 1990.
