It encountered a long resistance to its activities from older-established unions. In 1991 it amalgamated with the Municipal Officers' Association and the Technical Services Guild to form the Australian Services Union. The Airlines Division of ATOF was formed in late 1980 and soon began producing the newsletter, ATOF Airlines.
