He was educated at Geelong Grammar, the University of Melbourne and the University of California, where he earned the B.A., summa cum laude, M.A. and Ph.D. degrees. Foundation Dean of the School of Humanities at the University of California, Irvine in 1963, he was honoured by election as President of the North American Conference of British Studies (1975-1977). McCulloch has written over forty articles in scholarly journals, a book "British Humanitarianism" (1950), and several monographs including "George Gipps" (1966) in the Oxford University Press's "Great Australians" series. In 1985 he was appointed Director of the Australian Centre of the University of California Education Abroad Program for 1986 and 1987, and Visiting Professor of History at the University of Melbourne.
