The years between 1873 and 1925 saw the completion of a grander building to be the 'parliament' of the working class. the Trades Hall Council itself has always been central to the industrial and political aspirations of the labour movement in Victoria. From small, proud but parochial beginnings it has developed to spearhead campaigns on hours of work, wages, long service leave, equal pay and other industrial matters. On the social front it has inter ests in welfare, youth, conservation, aboriginal affairs, and so on. The Melbourne Trades Hall Information and Research Bureau was established during the 1950s to compile and disseminate information on a wide range of industrial and political issues.
