He was admitted to the Bar in 1925 and practiced law until World War Two was announced when Norris enlisted and was promoted Lt. Colonel of the A.I.F. At the completion of the war, he resumed his legal career and was appointed King's Counsel in 1950 and Acting County Court Judge. From 1955 to 1972 Norris was a Judge of the County Court and Acting Judge of the Supreme Court for various periods from 1968 to 1972. After leaving the County Court in 1972, Norris was Chairman of various government committees and inquiries and the member of numerous public bodies including University of Melbourne Council.
