He joined the RAAF in 1941 and served as a navigator and flight lieutenant. After the war, Charlwood entered Air Traffic Control and in 1948 was appointed Senior Operations Controller at Melbourne Airport and Senior Supervisor Personnel from 1954 to 1975. Charlwood was also an author and editor and had numerous books published including "All the Green Year".
