The Pastrycooks were the first established industrial organisation in Victoria around the turn of the century, mainly in the hope of achieving State intervention to set minimum wages through the Wages Board system. The pastrycooks subsequently joined up with the industrial unions of biscuit factory employees and allied trades to form the Pastrycooks Employees', Biscuit Makers Employees' and Flour and Sugar Workers' Union of Victoria. The union's coverage remained fairly constant until amalgamation with the Operative Bakers' Union of Victoria in the latter 1970s.
