Costello was born in 1916, left school in 1930 and held a variety of jobs before joining the Waterside Workers' Federation in 1943; he worked on the wharves until 1983, twenty years as wharfie and twenty as wharf clerk, the last ten as a chief clerk. In 1946 he was elected an official of the Melbourne branch WWF on an ALP Industrial Group ticket, and would occupy nearly every position in the branch over time, playing a central role in ALP Grouper strategies to combat communist control of this (and other) unions.
