In 1934 he was employed by the Victorian Dept. of Agriculture as a plant pathologist and from 1939 he worked as a plant geneticist at the Waite Research Institute in Adelaide. Dr. Pugsley was appointed Director of the Agricultural Research Institute in New South Wales in 1953.
