Always dominated by influential and prominent men of the day, it was a co-operative enterprise conducted by people who lived in the various countries of the Empire, later the Commonwealth, whose aim was to publish a comprehensive quarterly review of politics, free from the bias of local party issues, examining international problems affecting the nations of the Commonwealth.
