Its membership included ALP members and political activists and trade unionists seeking an alternative to the factional constraints of the ALP and CPA. It aimed to contribute to the development of democratic socialism in Australia by fostering discussion and debate and linking with like minded organisations. Socialist Forum was not a political party, although there was an attempt by the Victorian Branch of the ALP to proscribe ALP members from joining Socialist Forum. Membership of the Forum was over 200 at its peak, but the 1990s saw a decline in active membership resulting in a short-lived cost and accommodation sharing arrangement with the Evatt Victoria Centre and the Australian Fabian Society.
