He graduated in law and became a highly regarded attorney of the Supreme Court of Victoria. In 1872 he married Rosa Morgan. From 1887 to 1900 Turner was a member of the St. Kilda City Council, Mayor in 1883 and M.L.A. for St. Kilda from 1889 to 1901. In his capacity as M.L.A., Turner was Commissioner of Trade and Customs and Minister of Health (1891-1892), Solicitor-General (1893), Premier and Treasurer (1894-1901). He retired from State Legislature to enter the Commonwealth Parliament in 1901 and became Treasurer in the first Federal Ministry from 1901 to 1905.
