During World War II he served as chaplain with the 7th Divisional Cavalry Regiment in the Middle East between 1941-1942 and in the fighting along the Sanananda Track, Papua, in December 1942-January 1943. His experiences led to Hartley working with Rev. Alf Dickie and Rev. Victor James to found the Australian Peace Council in 1949 and organize an Australian Peace Congress in Melbourne in 1950.
