It had been preceded by an interim committee comprised of the Vice Principal, Ray Marginson and Professors JS Smith and J Lovering. This interim committee had been responsible for the purchase of premises at 701-713 Swanston St, for use by the centre. The terms of reference of the Committee required them to manage the residential centre on a sound economic basis in order to safeguard the University's investment, and efficiently liquidate outstanding indebtedness. Use of the centre was to be expanded to the Commission for Continuing Education and other appropriate bodies in addition to its association with the Graduate School of Management. Annual budgets and major expenditure were to be subject to approval by the Finance Committee of Council.
