The Senate consisted of all males (and later, females) who had been admitted to or were candidates for any masters or doctors degree at the University of Melbourne. It was responsible for electing Council members and, while it could not originate any statute or regulation, it had the authority to amend any statute or regulation submitted by Council for its approval and could return the same so amended for the further consideration of Council.
The Senate elected one of its own members to be Warden, annually or whenever a vacancy occurred. The Warden presided as Chairman over every Senate meeting - in his absence the members of the Senate present would elect a chairman. The Senate met three times a year, usually on the first Tuesday in May, October and November or when the Warden deemed it necessary to convene a meeting. Every vote and proceeding was recorded and certified by the warden and noted by the Register. Senate protocols were established in the Standing Orders of the Senate.
After the University Act 1923 was enacted,the Senate would cease to exist. In section 13 Change of Constitution the Council and convocation and the standing committee of convocation were deemed to be the same body politic and corporate known as "The University of Melbourne".
The University Act of 1923 was based upon the recommendations made by a committee appointed by Council in 1913 to consider overhauling the University's administrative system. The Act provided that "Convocation shall consist of all graduates", and, in place of the Senate, a Standing Committee of Convocation consisting of no less than forty members would be elected to represent equally all the schools of the University.
