Raymond David Marginson, AM, Hon.LLD BCom DipPubAdmin FAIM. FAITEA was Vice-Principal from February 1966 until his retirement in 1988. The role appears to have been discontinued upon his retirement. Born in 1923, Marginson was educated at Melbourne High School and the University of Melbourne where he graduated with a Bachelor of Commerce in 1946. From 1945 to 1950, Marginson worked for the Commonwealth Public Service Department of Transport and PMG Department from 1950 to 1965. In the role of Vice-Principal, he was responsible for advising and taking executive action in the areas of financial policy, accounting systems and budgets, control of building, maintenance grounds and property. In 1966 Statute 3.19 The Vice-Principal stated "The Council may appoint a Vice-Principal who shall have such powers and duties as may, from time to time, be conferred upon or delegated to him by Council." In 1967 the following was added: "The Vice-Principal shall subject to the states and regulations of the University and to any resolutions of the Council exercise a general superintendence over the finance and property of the University shall managed the same in accordance with the policies of the Council, and to that end may from time to time given to the Council such advice as he may think fit." The Vice-Principal was an ex officio member of all standing committees of the Council and of the Professorial Board and of all other boards and committee and had full rights of attendance, discussion and debate in meetings of the Council, the Professorial Board, faculties and boards of studies." Changes were made to Statute 3.19 between 1967 and 1988 but they were relatively minor changes. From 1982 he was Chairman of the Melbourne Board of Works.
