The Council was founded in Vienna in 1983 by the former Prime Minister of Japan (1976-1978) Takeo Fukuda, and based on his long-held pacifist and egalitarian philosophy. He remained the Honorary Chairman and guiding force of the Council until his death in 1995.

Malcolm Fraser, the former Prime Minister of Australia (1975-1983), was Co-chairman of the InterAction Council 1998-2005 and Honorary Chairman 2006-2014. The Council recognized him as a powerful leader who aspired and persevered to contribute to a peaceful and just world. As his legacy, he organized and chaired the Interfaith Dialogue on "Ethics in Decision Making" in 2014.

In 2020 Canadian Thomas Sidney "Tom" Axworthy was Secretary General of the InterAction Council, with Bertie Ahern, Co-chair and Taoiseach of Ireland (1997-2008); Olusegun Aremu Okikiola Obasanjo, Co-chair and President of Nigeria (1976-79, 1999-2007); Jean Chrétien, Honorary Co-chair and Prime Minister of Canada (1993-2003); Franz Vranitzky, Honorary Co-chair and Chancellor of Austria (1986-1997).

The InterAction Council has thirty or more members who jointly develop recommendations and practical solutions for the political, economic and social problems confronting humanity. It is unique in bringing together on a regular basis, and in an informal setting, more than thirty former heads of state or government.

Serving in their individual capacities, the Council aims at fostering international co-operation and action in three priority areas:
• Peace and security
• World economic revitalization
• Universal ethical standards

The InterAction Council selects specific issues and develops proposals for action from these areas and communicates these proposals directly to government leaders, other national decision-makers, heads of international organizations and influential individuals around the world.
