He was appointed Organising Secretary for the A.L.P (1930-1946), became State Secretary (1946-1949), then Federal Secretary (1946-1954) while serving as a Member of the Legislative Council for Melbourne West Province (1938-1952). In 1953 Kennelly became a Victorian Senator where he served uninterrupted until 1971, in addition to being the Deputy Opposition Leader in the Senate from 1956 to 1967. He was also Victorian Labor's pre-eminent "numbers man" for many years. Kennelly retired from parliament in 1971, and died in 1981.
