Agent TypeOrganisationHistoryIn 1921 the International was formed in Holland under the name of PACO (Esperanto for 'Peace'), and the Declaration and Statement of Principles were drawn up. In its infancy the International united the war resistance movements in four European countries, Germany, Austria, Holland and Great Britain. Two years later, i.e. in 1923, the headquarters was transferred to England, and the name War Resisters' International was adopted. In 1925 the first War Resisters' International was held in England, the International Council appointed, with Fenner Brockway, the founder of the English C.O. Movement, as Chairman, and a constitution was adopted.
