Wheeler was also active in the unsuccessful 1992 national campaign against the Federal ALP Government's introduction of an Austudy Loans Scheme, which replaced the student living allowance the following year. The University of Melbourne was one of the most active centres for this campaign, mobilising contingents of thousands of students in a series of rallies and protests.
