From November 1984 he was Executive Officer (Research) in the University of Melbourne’s new Office for Research which took over the functions of the former Research and Graduate Studies. He was also founder, and a member of the Steering Committee, of the National Teaching Companies Scheme. Modelled on the Scheme established in the U.K. in the late 1970's, in Australia this was to "foster interaction between industry and tertiary education institutions through the placement of graduate researchers in industry to conduct industry relevant research projects under joint industry/academic supervision". The Scheme funded the salary of a research associate on a one for one basis with industry and facilitated access to academic expertise and facilities by the companies. The Australian Government was to grant to a tertiary institution half-salary and oncosts of the "Research Associate".
