He attended Geelong High School and entered the University of Melbourne iin 1960, from where he graduated as Bachelor of Commerce (Hons.) in 1963. He gained his PhD from the London School of Economics. Professor Williams was Dean of the Faculty of Economics and Commerce from 1994-2002 and Professor of Econometrics at the University of Melbourne from 1975-2002. Prior to this he held positions at Monash University, the Australian National University and the World Bank. Following his retirement from the Faculty, Professor Williams became a Professorial Fellow at the Melbourne Institute of Applied Economic and Social Research. He is a Fellow of the Academy of Social Sciences in Australia and the Principal Fellow of Queen's College.
