It was established without funding in 1974 by a group of activists in response to the huge number of calls to the Women's Liberation Centre from women experiencing domestic violence. A house was donated rent-free in Kew for the first year and staffed by rostered volunteers. With Halfway House as a model, more refuges were set up in other suburbs. After some piece- meal funding from philanthropic and government bodies, Halfway House received full government funding in the federal Budget of 1977. In the late 1980s the needs of women from non-English-speaking backgrounds became Halfway House's focus.
