In order to be eligible for government funding, the WLS responded to a demand from the Victorian Women's Refuge Group (q.v.) for a service to refer women to refuges without compromising the safety of refuge residents by having a publicly available telephone number. Once funding was established in 1980 WRRS became a separate and autonomous entity from the WLS. WRRS subsequently changed its name to the Women's Domestic Violence Crisis Service of Victoria.
