IdentifierUMA-SRE-20000069Extent1 volume [part thereof]Scope and ContentThe Schools Inspection and Examination Board was created by Statute 31 which was made by Council on the 14th of October 1904 and adopted by the Senate on the 22nd of November 1904. The Board was first constituted on the 6th of March 1905 and its first meeting was held on the 15th of March of that year.The Board was to comprise of eight members, four of whom were elected by Council and four by the Professorial Board. Its members were to hold office for three years after which they would be re-eligible for membership. A majority of members could vote on issues and questions brought before it including the appointment of Inspectors and Examiners and proceedings were to be reported to Council in March of each year.The Registrar was the secretary of the Board.The Board was responsible for the appointment, tenure and office of each Inspector and Examiner and to coordinate the Inspection and Examinationof schools both elementary and secondary. The aim of the University of Melbourne was to provide an independent inspection and/or examination of schools upon the request of the school. The idea was based on a similar scheme operating in England at the time. The rules and regulations of the Board which were adopted in March 1905 outlined the following: -Responsibilities and requirements of the schools being examined -Scale of fees and charges for the Inspectors/Examiners -Duties and responsibilities (including reporting) of Inspectors/Examiners' -Frequency of inspection and/or examination In March 1908, it was resolved to submit an annual report to Council that owing to the creation of a Schools and Teachers Registration Board, combined with a lack of response from the Heads of schools, the Board would take no further action until a definite policy was adopted by the appropriate educational authority. The function of inspection and examination of schools shifted to the Schools Board which was constituted in 1912 and which superseded the Schools Examination and Inspection Board.
