This initial meeting was addressed by the Victorian Agriculture Minister, Ian Smith. In his address he expressed the desire "to see the council take the role of an overviewing body to the whole subject of agricultural education in Victoria...to seek greater co-operation from all interested parties and put forward recommendations that would further agricultural education in all facets". During its seven year existence the council deliberated upon: changes in agriculture, research, continuing education, rationalisation of the agricultural sector, effectiveness of farm practices, publicity and the development of skills in the community. Additionally, the committee produced reports outlining it's activities and achievements every couple of years. The main outcome of the committee was the establishment of the Victorian College of Agriculture and Horticulture. Having achieved this, the committee recommended its own demise at the beginning of 1983. The minutes and reports of the committee document the activities of the committee in fulfillment of its ministerial brief.
