It appears the minutes, reports and correspondence have been arranged chronologically, however, it also appears that the bulk of reports and related documents to the Investigation are kept in subject order according to function. In general, the Working Group's task was to ascertain whether the Administrative Structure of the University was adequate for a University the size of Melbourne, which was still continuing to grow. The Second Interim Report details the results of the Investigation and outlines the proposals of the committees re. their findings. The Council at its Fifth meeting for the year on the 6th April 1964 established a Committee to investigate the Administrative Structure of the University. From this committee a sub-committee called the “Working Group” was formed, which consisted of P.G. Law (Convener), Sir Clive Fitts, Brigadier S.F. Langly, Judge Norris, Mr P. Ryan, Mr L.W. Weickhardt, Professor Willett and a nominee from the Professorial Board, Professor Preset. The objectives of the working party were “to investigate the academic and business administrative structures of the University and to make recommendations for a more efficient functioning of the University in regard to the results of the investigation”. Major focus areas and aspects to consider included: “(a) There should be an improvement in communication between administrative sections within the University and with the outside community as well. Present communication links were considered inadequate; (b) The administrative structure should become more formalized thus streamlining and clearly defining official procedure between the administrative sections in the University; (c) Increased participation by academics in the administrative structure is needed to reduce the current pressure and demands placed on the Vice-Chancellor; (d) A Vice-Principal to be appointed who would be directly responsible to the Vice-Chancellor.
