John Ellis describes the background to the visit: "Thousands of tons of this herbicide, manufactured by Dow Chemical, were dropped on Vietnam during the war. It was an attempt to defoliate the vegetation, thus leaving the Vietnamese exposed to the invading U.S. and Australian troops. This act of barbarity left a legacy of deformed babies and many incurable diseases for the Vietnamese people as well as U.S. and Australian troops.
