The VCAH Council gave the Committee the following powers and responsibilities: - to consider and recommend to Council financial estimates for each financial period; - on financial appropriation being made by the appropriate government body to consider and recommend to Council, internal budget allocations referred to it by the Director ensuring that approved activities and objectives are covered; - to review expenditure and record progress in the implementation of activities and objectives for which provision has been made in the budget. To recommend to Council in consultation with the Director, budget revisions always provided that approved activities and objectives are not prejudiced; - to consider any matters referred by Council, any committee of Council or by the Director; - to invite any member of the College staff, student body or any other interested person to attend its meetings for any particular agenda item. The membership of the Finance Committee comprised of: - ex-officio members - President and Vice President of Council, Director; - one member of the Academic Board; - sufficient members of Council as are deemed necessary by the Council; - one member of the senior staff who shall be at Head of Campus level; - Business Manager (subject to Council approval)(non voting member).
